THE TOXICS IN PACKAGING CLEARINGHOUSE:
WHY SHOULD WE JOIN?
The Toxics in Packaging Clearinghouse (TPCH) supports and coordinates the implementation of the Model Toxics in Packaging Legislation that has been adopted in 19 states. The legislation prohibits the use of lead, mercury, cadmium and hexavalent chromium in packaging and packaging components.
The TPCH was established in 1989 to coordinate the implementation of individual state toxics in packaging laws through joint consideration of exemptions and/or clarifications, to minimize the administrative process for states and applicants, and to create a centralized location for receipt and processing of written requests. The Clearinghouse serves as a central point of contact that promotes consistency and uniformity in administration and enforcement of the states' toxics in packaging laws.
BENEFITS OF AFFILIATE MEMBERSHIP
- Active Participation:
- Affiliate members provide information directly to the decision makers and help to identify developing issues and solutions.
- TPCH provides a forum to efficiently and effectively meet with state regulators to discuss the various aspects of this legislation, and proposed areas for expansion of the legislation. Membership meetings are held twice a year and membership conference calls take place monthly. Affiliate members are non-voting but are encouraged to participate in discussions.
- Efficiency and Cost-effectiveness: Affiliates have a single, consistent process to obtain important information needed to make timely decisions that are consistent across multiple states.
- Information Resource: TPCH Staff provides an information resource on toxics in packaging concerns and developments. The TPCH website provides up-to-date information and resources on toxics in packaging to government, industry and not-for-profit audiences. The TPCH provides affiliate members with the opportunity to reach these audiences through direct links to their organization's website or available resources on toxics in packaging.
- Legislative Review: TPCH provides ongoing review of the effectiveness of the Model Law to recommend legislative and administrative changes as needed.
- Neutrality of the Host Organization: The host organization is seen by both states and affiliates as being neutral and not as an advocate or lobbying organization for any particular political or ideological interest.

Non-member states may attend one or two meetings and conference calls as guests. To continue to attend, the state must pay dues to become a member.
- Industry: Dues are based on company size, as measured by annual sales.
